State Rep. Lonnie Reed stated she was concerned about the future of the state\u2019s \u201calready high electric prices\u201d if the Millstone plant shut down.<\/p>\n<h3>What would Millstone\u2019s closure mean for electricity in Connecticut?<\/h3>\n<p>The Department of Energy and Environmental Protection (DEEP) filed a brief on September 28, 2018, urging the Public Utilities Regulatory Authority (PURA) to designate Millstone as <a href=\"https:\/\/www.theday.com\/local-news\/20181001\/regulators-back-millstone-assertion-of-at-risk-status\">\u201cat-risk\u201d of closure<\/a>. If PURA agrees, that would mean any proposals from the plant would be treated as coming from a new power resource, giving it an edge in the state\u2019s zero carbon electricity auction against hydropower, solar and wind power producers.<\/p>\n<p>When asked about Millstone\u2019s bid in the <a href=\"http:\/\/www.wshu.org\/post\/connecticut-seeks-bids-zero-carbon-energy-providers\">zero carbon electricity auction<\/a>, Ken Holt said, \u201cWe are on 24 hours a day, seven days a week. We provide $1.3 billion economic benefit to the state. The bids that we\u2019ve submitted are very competitive. They\u2019ll be very beneficial to <a href=\"https:\/\/www.ctenergyratings.com\/shopping\/best-electricity-providers\">Connecticut\u2019s electric customers<\/a>.\u201d<\/p>\n<p>Millstone\u2019s two operating reactors are licensed until 2035 and 2045, but if the plant was to close, state-hired consultants claimed the early closure would mean \u201cheavy job losses, grid unreliability and spikes in greenhouse emissions from replacement power sources.\u201d The two reactors produce 2,100 megawatts of power, but the company claims that rising expenses and <a href=\"https:\/\/www.ctenergyratings.com\/resources\/high-ct-electricity-bill\">competition from natural gas<\/a> has weakened its position.<\/p>\n<h3>Is Millstone really at risk?<\/h3>\n<p>While Dominion is lobbying to be classified as \u201cat-risk,\u201d allowing it to be eligible for above market rates, opposition groups oppose the assertion. Groups such as \u201cStop the Millstone Payout\u201d cited research by the MIT Center for Energy and Environmental Policy Research that projected the plant to be the <a href=\"https:\/\/www.utilitydive.com\/news\/connecticut-agencies-say-millstone-at-risk-as-dominion-seeks-boost-in-cle\/538687\/\">most profitable nuclear plant<\/a> in the U.S. Critics have said that the plant doesn\u2019t need any subsidies, and is \u201cpoised to remain <a href=\"https:\/\/www.masslive.com\/news\/index.ssf\/2018\/09\/connecticut_zero-emissions_ene.html\">highly profitable<\/a> over the next 20 years.\u201d<\/p>\n<p>But Millstone claims that if its proposal is not accepted, it will close. However, the facility is obligated to deliver energy through 2022 <a href=\"https:\/\/www.theday.com\/article\/20180705\/NWS01\/180709625\">State-hired consultants<\/a> said that this means Millstone is unlikely to close before then \u201cwithout shedding obligations to another buyer or incurring severe costs covering any power shortages that could occur by not fulfilling their obligations.\u201d They also said that both operating units should remain substantially profitable under wholesale market revenues through 2035.<\/p>\n<p>While there is no final decision yet on whether the Millstone Power Station should be designated as \u201cat-risk,\u201d it has received support from the DEEP, and PURA has stated that it will make a final determination by November 28, 2018.<\/p>\n<h3>Stay up to date on the latest in energy with CT Energy Ratings!<\/h3>\n<p>You can keep up to date on the latest energy news right here at CT Energy Ratings.
