Find out how PURA policies may have played a role and how these could affect your bills.<\/em><\/center><\/figcaption><\/figure><\/div>\n\n\n\n<p>CT pays some of the highest <a href=\"https:\/\/www.ctenergyratings.com\/electricity-rates\">electricity rates<\/a> in the country. And bills could get even higher when rate hikes go into effect. But now, one CT utility threatens to cut spending unless they get more. Let&#8217;s talk about why CT utilities threaten grid improvements even after getting the rate hikes they wanted.<\/p>\n\n\n\n<h3>Why CT Utilities Get Rate Hikes<\/h3>\n\n\n\n<p>Back in March, we reported that CT utilities filed for a <a href=\"https:\/\/www.ctenergyratings.com\/blog\/ct-utilities-file-big-rate-hike-requests\/\">rate hike<\/a> request. These increases were said to be the result of <a href=\"https:\/\/www.ctinsider.com\/columnist\/article\/eversource-electric-rate-hike-18669695.php\" rel=\"nofollow\">policy changes<\/a> that were adopted over the past few years. <\/p>\n\n\n\n<p>For instance, in 2017 CT lawmakers passed the <a href=\"https:\/\/ctmirror.org\/2017\/10\/26\/millstone-bill-passes-house-goes-to-governor\/\" rel=\"nofollow\">Millstone credit<\/a> to prevent its owner, Dominion Energy, from closing it. The law lets PURA nudge <strong>Eversource<\/strong> into buying power from the Millstone nuclear power station as a zero-carbon source. The utility claims that this mandate alone cost them <a href=\"https:\/\/ctmirror.org\/2024\/02\/15\/eversource-seeks-19-rate-hike-on-residential-customers\/\" rel=\"nofollow\">over $600 million<\/a>. The rate hike seeks to recoup costs for unpaid bills. These have been piling up since the PUA enacted a <a href=\"https:\/\/www.ctinsider.com\/business\/article\/ct-electric-shut-off-moratorium-ends-may-2-19397648.php\" rel=\"nofollow\">moratorium on shutdowns<\/a> back in 2022.<\/p>\n\n\n\n<p>Fast forward to late April. PURA commissioners approved a <a href=\"https:\/\/ctnewsjunkie.com\/2024\/04\/20\/utility-rate-increase-approval-by-pura-raises-alarm-in-state-legislature\/\">utility rate increase<\/a> for distribution charges  starting on July 1 and lasting for 10 months. Because this increase affects distribution charges, all CT electric customers will have to pay it. And that includes customers with cheap <a href=\"https:\/\/www.ctenergyratings.com\/peoples-choice\/best-plans-and-promos\">energy plans<\/a> from retail suppliers.<\/p>\n\n\n\n<p>At the time of writing, <strong>Eversource<\/strong> has not indicated how much their customer&#8217;s bills will rise. However, <strong>UI<\/strong> customers may see bills rise by as much as $30. <\/p>\n\n\n\n<h3>CT Utilities Threaten To Withhold Grid Improvements<\/h3>\n\n\n\n<p>Despite getting their rate increase approved, <strong>Eversource<\/strong> announced recently that it may cut back on <a href=\"https:\/\/ctmirror.org\/2024\/05\/02\/ct-eversource-pura-investments\/\" rel=\"nofollow\">grid reliability investments<\/a>. According to reporting, the utility could cut improvement spending by about $500 million over the next five years. <strong>Eversource<\/strong> contends that PURA has been too slow to approve reimbursing the utility&#8217;s losses, including $635 million in storm damages (from 2018-2021) and $400 million in unpaid bills.<\/p>\n\n\n\n<p>The Governor&#8217;s office has pointed out that that <strong>Eversource<\/strong> has a legal obligation to maintain grid reliability. So they are confident that <strong>Eversource<\/strong> will meet this obligation. In addition, <a href=\"https:\/\/ctnewsjunkie.com\/2024\/05\/03\/needleman-responds-to-eversource-execs-comments-about-cutting-500m-in-grid-investments\/\" rel=\"nofollow\">Senator Needleman responded<\/a> to the announcement by saying that &#8220;&#8230;the next step is to look very closely at the franchise agreements&#8230;&#8221;. While Needleman hopes the situation can de-escalate, he says that can only happen if the utility makes their investments.<\/p>\n\n\n\n<h3>How CT Customers Can Respond<\/h3>\n\n\n\n<p>The July 1 rate increases are right around the corner. And they will make for <a href=\"https:\/\/www.ctenergyratings.com\/resources\/high-ct-electricity-bill\">higher energy bills<\/a> this summer. Unfortunately, higher distribution rates cannot be avoided. But, you can still find savings on the supply side of your bill if you shop cheap plans from the <a href=\"https:\/\/www.ctenergyratings.com\/peoples-choice\/best-providers\">best energy companies<\/a> in town. Right now, some plans can save you around 10-30% on supply charges.
